Special Warfare Command Briefing
Special Warfare Command (SPECWARCOM) is the very point of the Federation's combined military and intelligence spear. Under a highly-classified directive jointly issued by both Army Surface Marshal Eri Ambicon and ISIS Director-General Crystala Endivain, SPECWARCOM was founded to act as a rapid-reaction team against a number of growing threats to Federation security. The very small organization is designed to be adaptive and highly-effective against the sort of problems that regular army and standard Special Forces teams would be ill-suited.
Special Warfare Command is divided into three divisions: Administration, Operations, and Intelligence. Details to follow.
The administrative unit of SPECWARCOM is limited to three people at any given time: one Director and two Deputy Directors. The reason for this is twofold: one, it limits the number of people privy to SPECWARCOM operations, thereby preserving Operational Secuity (OPSEC) measures, and two, it provides accountability by preventing the chance that something could occur without the knowledge of the leadership. The Director reports to both the serving Surface Marshal and the serving Director-General, and has all the rights and privileges afforded the commander of a Systems Army. The Deputy Directors report to the Director, as per normal operating protocol. As per the agreement worked out between the Surface Marshal and Director-General, the Director and Deputy Director (Operations) are Army positions and follow Army rank structure, while the Deputy Director (Intelligence) position is an ISIS official. Rank will be no less than O-6 for any of these positions.
The current serving Director is High Colonel Wolfgang "Blitzkrieg" Dieter. The current Deputy Director (Operations) is High Colonel Lyric Dettun. The current Deputy Director (Intelligence) is Coordinator Meredith Lowrance, on loan from the Imperial Security and Intelligence Service. Other administrative staff include the quartermaster, assistants, and several others who help the department run efficiently and effectively.
SPECWARCOM has two options for its operational side: solo operatives and Direct Action Teams. Each are useful in certain situations, and have their own unique styles. Universally, though, the operators within the two units are drawn from the peak of the Federation Special Forces, and further trained in irregular forms of warfare. Their jobs are to blend in, isolate their targets, and handle them with care and precision. Equipment is non-standard, to preserve plausible deniability by Federation political leaders. Examples of their equipment include the BlasTech DC-17m Interchangeable Weapon System, IDS R-90 subcarbine, "Katipo" sniper rifle, and Merr-Sonn G-8 Rifle.
Direct Action Teams:
Direct Action Teams are composed of five members: two fireteams of two people each, with one extra person for overwatch or backup as necessary. They operate independently of any regular or Special Forces team, and are referred to only by their Tionese alphabetic code name in official communications. DAT operations are classified at the highest levels, leaving their true number unknown to all but a few. Only five DATs are in operation at any given time, each being controlled by a dedicated 'handler,' who oversees the operation at a distance. They are used deep behind enemy lines, where regular forces would stand out. Mission profiles include political assassination, sabotage, and live asset retrieval.

Solo operators function similarly to ISIS commando units, only with a far more martial focus. This unit is trained to be even more independent of support from friendly forces, which can occasionally lead to problems with those assigned to work with them. Their primary mission profiles are tracking, reconnaissance, and battlefield preparation, but they have been used for other purposes. SPECWARCOM's solo operator premise can be traced back to the highly successful Null-series of clone troopers, whose successes against the Separatists are legendary. There are a total of ten solo operators available as SPECWARCOM assets. When used in conjunction with regular forces, appropriate cover stories are used and dispersed to the units involved. These often take the guise of so-called "special advisors," with higher priority than average forces. Like the DATs, solo operators are referred to only by their Tionese alphabetic code names.

The intelligence side of SPECWARCOM operations is divided up into a series of Special Access Programs, or SAPs. Members are drawn from relevant ISIS assets and are highly focused on their area of expertise. The idea of need-to-know is heavily enforced, with the ever-present threat of the Director-General's wrath at leaks well known. Work is performed only for the duration of an operation, then the intelligence unit is disbanded. Reports are sanitized to avoid any mention of who worked on it, with author credits restricted to an alphabetic designation, much like the DATs and solo operators. The total number of SAPs involved with SPECWARCOM operations is classified.
To be 'read in' to a SAP requires top-level clearance and approval from the Director, the Surface Marshal, and the Director-General. Members of the Intelligence section almost never know that they are working for SPECWARCOM; instead, they are led to believe that they are working a highly classified program for ISIS.
SPECWARCOM is currently headquartered on the Federation starship Blood Angel, a Marauder-III class warship heavily modified for independent operation behind enemy lines. Outfitted with a number of enhancements meant to improve both survivability and success without fleet support, the Angel is a force to be reckoned with.
SPECWARCOM is almost never referred to directly; instead, it uses one of a number of cover unit identities, which are rotated on a regular basis. The current unit cover is the 42nd Special Tactics Regiment, part of V Army.
